The first phrase is a powerful statement of God's nature - He is not unrighteous. The verse goes on to apply this to our ministry to the saints in His name -- God remembers our labors, which are not in vain in the Lord!

    For God is not unrighteous to forget your work and labour of love, which ye have shewed toward his name, in that ye have ministered to the saints, and do minister.  Hebrews 6:10
